Jurmala is a unique resort because it combines the three main factors: healthy climate (sea, pine forests, fresh air); mineral water springs (sulphur, bromine and natrium-chloride); healing muds (peat and sapropel). Historically the Kemeri territory has been part of Kurzeme for many years (part of the Kurzeme duchy), whilst the rest of Jurmala formed part of the province of Vidzeme and was strongly influenced by Riga in its development. Kemeri and it's sulphid springs have been known already in the 18th and the beginning of the 19th century among the local population who used the "Holy springs" for medical purposes. One of them was forester called Kemers, and the place later also were name after him.

The mineral waters of Kemeri were first analyzed chemically by Lovitc in Petersburg, in 1801. Jurmala’s historical part Kemeri (Bad Kemmern) was founded as a resort in 1838, when the Russian tsar Nikolay I gave this land for building the first bath-house with mineral water, from that time people started to come here for treatment. The Kemeri resort was a rather popular one in the Russian Empire. In 1912 a direct railway link was created between Moscow and Kemeri. The connection with the beach of Jaunkemeri was provided by tram. Nerve disease, as well as diseases of joints, bones and muscles were treated in Kemeri.
